ArcGIS Enterprise Implementation

Modern Web GIS for Regional NSW Council

Shifted legacy CAD based GIS to modern ArcGIS Enterprise Portal with Utility Networks.

Project Overview

Orange City Council transformed the way spatial and utility network data is accessed and managed across the organisation by implementing a modern, integrated GIS platform. The project replaced legacy systems with a scalable Utility Network solution, giving staff faster access to critical information, improving collaboration across departments, and creating a future-ready foundation for data-driven decision-making.

The Challenge

Orange City Council's legacy GIS environment limited the organisation's ability to efficiently access, share, and manage spatial information. This resulted in:

  • Time-consuming manual processes and duplicated effort.
  •
  • Disconnected spatial and business systems.
  •
  • Reliance on specialist users to perform routine tasks.
  •
  • Limited visibility of utility network data across departments.
  •
  • Growing challenges in maintaining data quality and supporting future growth.

As demand for accessible, accurate information increased, the council needed a modern platform that would improve operational efficiency and support organisation-wide use of GIS.

Our Solution

GP One Consulting partnered with Orange City Council to deliver a modern ArcGIS Enterprise and Utility Network platform that connected spatial and business systems across the organisation. Key components included:

  • Utility Network implementation for water, sewer, and stormwater assets.
  •
  • Integrated GIS and business system access through Connect for ArcGIS.
  •
  • Centralised Council Viewer for property, asset, and utility information.
  •
  • Automated data migration and validation processes.
  •
  • Advanced network tracing capabilities for operational analysis.
  •
  • Cloud-ready architecture designed for future scalability.

Results

The implementation delivered measurable operational and organisational benefits:

  • 130+ active staff users each month, significantly expanding GIS adoption across the organisation.
  •
  • 2,600+ searches and 13,880+ queries completed within two months of implementation, demonstrating strong platform adoption.
  •
  • Tasks reduced from minutes to seconds, improving staff productivity and operational efficiency.
  •
  • Improved collaboration and decision-making through access to shared, real-time data across departments.
  •
  • Reduced reliance on specialist GIS resources, enabling broader self-service access to information.
  •
  • Improved data quality and network integrity through automated validation and monitoring processes.
  •
  • Future-ready, cloud-capable GIS platform that supports ongoing innovation, integration, and growth.

The result is a modern GIS environment that allows staff to spend less time searching for information and more time delivering services and outcomes for the Orange community.
